Bill Montgomery is the Chief of Staff for the City of Wilmington, Delaware.  About ten years ago he began taking drawing classes with Constance Moore Simon at the Delaware College of Art and Design.  Since 2000 he has been a student of Edward L. Loper, Sr. the dean of Delaware painters.  Bill has exhibited at the First USA Riverfront Arts Center, the 11th and Orange Gallery, the Louis L. Redding City County Building, Costa's Restaurant, Gallery 919 Market and at the annual AIDS Delaware "Day Without Art" exhibits.
